Use of Batons and Handcuffs


December 2008
In December 2008 an amendment was made to Schedule 1 of the Weapons Prohibition Regulation 1999 to clarify which security personnel are able to possess and/or use handcuffs and extendable batons. The amendment corrected an error caused when a reference in the Weapons Prohibition Regulation to section 4(b) of the Security Industry Act 1997 was not updated when the security industry legislation was amended on 1 September 2007. The Weapons Prohibition Regulation referred to "persons employed to carry on a security activity referred to in section 4 (b) of the Security Industry Act 1997 and who hold a class 1A licence under that Act".

Security Industry Amendment Bill 2008


December 2008
The Security Industry Amendment Bill 2008 proposes three amendments to current legislation governing the NSW security industry. These are designed to align our laws with national standards agreed to through the Council of Australian Governments (COAG) process.

Reminder to all NSW Master Licence holders


December 2008
November 1 was the final training deadline for licensees who hold a 1C and/or 1D licence. Irrespective of what other subclasses they might hold, the licensee must supply to the registry evidence of having attained the new competency requirements for each of their licence subclasses. Failure to do so will result in the revocation of all licence classes.

VIC - Review of

The Department of Justice has released a public Discussion Paper for the Review of the Private Security Act 2004. The paper, prepared by Pricewaterhouse Coopers examines whether the Private Security Act 2004 is meeting its objectives and whether further changes are required.

NSW Police launches premium direct access service


October 2008
The NSW Police have announced the launch of a new direct access service for police response to activated alarms. The service, which is not offered to any other organisation in NSW, affords security providers with direct access to the NSW Police Force for response to activated alarms.
Companies currently utilise two 1800 numbers that are directly routed to the NSW Police Assistance Line, thereby requiring the companies to use the triple zero (000) or 131 444 services.
The new service will provide preferential access to a dedicated NSW Police Assistance Line telephone number for the reporting of genuine activated alarms. It will only be available to security providers who accept and sign the agreement. There is a cost associated with this premium service.
The 1800 service will cease over the coming month and from 1 December 2008 a new 1900 service for those security companies
who accept and sign the agreement.

ACT - Changes to applying or renewing a security licence


October 2008
If you are applying for a new security licence, or renewing an existing licence on or after 1 July 2008 you must send your police records check consent form to the AFP directly. Once they have returned your Police Certificate to you, you can then submit your licence application to the Office of Regulatory Services. The AFP will not accept your application without your current Police Certificate.This does not apply if your application is being made on Mutual Recognition of a current interstate security licence for the same activities.

AUSTRAC releases draft file specifications


September 2008
The transaction reporting obligation for international funds transfer instructions, threshold transactions and suspicious matters under the Anti-Money Laundering and Counter-Terrorism Financing Act 2006 come into effect on 12 December 2008.
Following the initial consultation period with industry, AUSTRAC has released further draft file specifications for file extraction of transaction report data.
The draft file specifications for Threshold Transaction Reports, International Funds Transfer Instructions and Suspicious Matter Reports can be accessed via the ‘resources’ tab in your AUSTRAC Online account.

Securitel Service Withdrawal


September 2008
Telstra has advised that the technology supporting Securitel services has been superseded. As a result, the Telstra Securitel service will be withdrawn from 31 December 2009.
To prepare for this service withdrawal, from 1 January 2009 Telstra will no longer install new Securitel services for existing customers, or make any changes to existing Securitel customers.
ASIAL Members are encouraged to notify their customers of the change and put in place a strategy to ensure a timely and seamless changeover.
In doing so, members are also encouraged to advise customers of the
alarm transmission link commensurate with their risk, as set out in AS2201.5-2008, to ensure that the appropriate level of service is provided.

New CCTV rules for Victoria


September 2008
New CCTV regulations that set minimum standards for security cameras in late-night licensed venues will come into effect next month.
Venues that trade after 1am and have live or amplified music other than background music will be required to meet specific CCTV standards intended to allow the clear identification of individuals on security footage from
6 October 2008.
